Teenage pregnancy data

Annual 2022 conception data were released on 9 July 2025 by the Office for National Statistics (ONS).

The national under-18 conception rate has increased from 13.1 to 13.9/1000 15-17 year olds. Rates have also risen in all regions.听

This is the first rate increase in 14 years, although ONS point out they remain lower than pre-pandemic levels. The under-16 conception rate has also risen from 2.1 to 2.2/1000.听

As illustrated in the graph below, the increase appears to be due to a rise in abortions not maternities. The abortion rate is up from 7/1000 to 8/1000.听 The percentage of under-18 conceptions ending in abortion is now 58% compared with 53% in 2021. The percentage of under-16 conceptions ending in abortion has also risen from 60% to 61%.

Despite the slight increase in the 2022 data, the England rate has declined by 70% since 1998. However there remains significant variation between local areas. As these charts illustrate, although all areas have reduced rates since 1998, there is a 7-fold difference between the highest and lowest rate areas in England.

Delays in 2023 data

The 2022 annual data was published a year late and there continue to be ongoing delays in ONS publication of conception data. Under the previous publication schedule, the 2023 annual data would have been published in March 2025. ONS has not yet confirmed a release date.
